Garrett Wilson, New York Jets

ADP: 44th overall

Of all the WRs going in the 33-44 range, I'm highest on the guy getting drafted the lowest. Garrett Wilson is coming off an injury but had three 20+ point PPR to start the season on elite target share. His QB situation should improve marginally with Geno Smith, and the Jets added no one noteworthy to truly compete. I think Garrett Wilson could easily lead the NFL in target share this season.

Tetairoa McMillan, Carolina Panthers

ADP: 39th overall

I'm coming around more and more to Tetairoa McMillan assuming Bryce Young can be relatively competent this year. At a WR17 price, you're paying for a slightly worse version of what you got last year (WR15), and with Jalen Coker giving Bryce Young another reliable passing game weapon, I think the Carolina offense can be slightly improved this year. McMillan obviously has the talent to be a top 5 WR, it's just the situation that's holding him back.

Emeka Egbuka, Tampa Bay Buccaneers

ADP: 41st overall

The Bucs' offense puttered out last season as both Baker Mayfield and Emeka Egbuka dealt with injuries that kept them from maintaining the elite connection they established early on. But this is a sophomore WR who has flashed tremendous talent and is easily capable of being Tampa Bay's WR1. Pay attention to the toe injury, but assuming he's healthy, there's no reason Egbuka can't finish as a top 10 WR this year.

DeVonta Smith, Philadelphia Eagles

ADP: 33rd overall

DeVonta Smith is going a bit earlier than the guys I have ranked ahead of him, and it's because you're buying the possibility that he finishes as a top 5 WR this year, which I think is entirely possible. I'm a bit more cautious because I have no idea what to expect with Philly's new OC. Presumably this team will pass the ball a bit more, but with 2 dynamic running threats in Jalen Hurts and Saquon Barkley, it wouldn't surprise me if the Eagles remain a run-heavy squad and Smith's ceiling is closer to borderline WR1/2.

Zay Flowers, Baltimore Ravens

ADP: 35th overall

A lot of the same notes that apply to DeVonta Smith apply here to Zay Flowers. He quietly finished as the WR7 last year, and that came with only 5 touchdowns. An elite "between the 20's" player, the excitement for Flowers lies in the ability to get in the endzone a few more times this year with a new coaching staff. I'm only a few spots lower than ADP here and have no issue taking the upside swing on Zay Flowers.

Tee Higgins, Cincinnati Bengals

ADP: 38th overall

Another great option in this range, Tee Higgins feels incredibly safe. He's going to get a lot of volume on a good offense; he won't overtake Ja'Marr Chase barring an injury, but he'll have some very good games and generally won't be invisible in your fantasy lineup. I prefer some of the other guys here a bit more as the 1 on their own offense, and Higgins has struggled with injury the past few years, but if he falls to me, I won't hesitate to click Tee Higgins' name as my WR2.

Ladd McConkey, Los Angeles Chargers

ADP: 43rd overall

Just because he's last on the list doesn't mean I'm out on Ladd McConkey. I actually like all of these players at cost and is one of the reasons drafting double WR at the 3/4 turn feels so awesome this year. McConkey has the chance to erase a lackluster WR29 season with Mike McDaniel coming in as the new offensive mastermind. We've seen McConkey's breakout (rookie year WR12 finish), so we know he's capable. McConkey is on the short list of WRs in the 3rd or 4th round who could finish top 5 overall and not surprise me.
